The first element of the solution is an encryption capability that is selectable per port, based on the
standard AES000 Counter Mode algorithm as specified by National Institute of Standards, and
incorporating block cipher to perform symmetric L0 encryption. This capability is provided by the
00QPEN0 pack which can directly encrypt 00GE, FC 000 and FC 0000 client signals at L0, append
them with an OTU0 header, and sent them on to the line port. This provides encryption independent
of the higher-layer protocol at bulk rates and with very low latency (<00 microseconds) that is
suitable for the DCC applications
